2/12にでたPostgreSQL最新バージョン(18.2, 17.8, 16.12, 15.16, 14.2)は日本語含むnon-ASCIIに対するsubstring関数で問題が発生してるので修正版がリリースされるそう。これらのバージョンは避けましょう。
